The law is intended to create new opportunities for foreign skilled workers to enter Germany in order to work here or complete a training programme. In this way, the federal government wants to counteract the shortage of skilled labour in many sectors. The Federal Ministry of the Interior and Homeland and the Federal Ministry of Labour and Social Affairs have submitted a draft bill to this effect.
